Foreign Aid should preferentially be given to democracies; they’ll make better use of it. Also, according to this piece, the World Bank and the IMF are actually prohibited from “considering democratic legitimacy” in making aid decisions. (They were set up this way to encourage the Soviet Union to participate, and to “minimize the role of politics in macroeconomic policymaking.”) 22:35
